There are situations where a police officer or any law enforcement agent can arrest any person without a warrant of arrest/court order. Howbeit, there must be reasonable suspicion and/or credible information.
If a police officer reasonably suspects that an individual(s) wants to commit an offence, which commission could not be otherwise prevented without an arrest, he can arrest that suspect(s) without orders from a magistrate and a warrant.
