Undoubtedly, Nigeria is a country that has a lot of ethnic groups.

As such, to ensure that no ethnic group dominates the government or any agencies, the constitution states that the composition of the government or agencies and the conduct of its affairs shall be carried out in such a way that the federal character of Nigeria is realized and also to command national loyalty.

This simply implies that all the ethnic groups in the country must be adequately represented in the government and its agencies.

Of course, if this is strictly adhered to, there will be no predominance of any government or agencies of government by a few sections or ethnic groups, which if it occurs, has the capacity of fanning the embers of ethnic rivalry in Nigeria.
